Customs and New Immigrant Dept at LAX airport

We had a short wait - they were out of IRA3 forms...............but we were the ONLY ones in the line. One official told us this was HIGHLY rare and that the rows and rows of chairs behind us in a seating area were USUALLY full. But.......no forms......so we're just waiting.......
